2025 KEEP GEORGIA SAFE: EVERY SECOND COUNTS VIDEO CONTEST RULES

These Official Rules (the “Rules”) shall govern the “Keep Georgia Safe: Every Second Counts Video Contest” (the “Contest”), a Contest sponsored by the Georgia Department of Transportation (“GDOT”), 600 West Peachtree Street, NW, Atlanta, GA 30308, and promoted and administered by We Are Teachers through Market Data Retrieval (“MDR”), a Dun & Bradstreet Company.

By entering this Contest and submitting a video, Participants—and if under 18, their parent or legal guardian—confirm that they have read, understood, and agreed to be bound by these Rules.

1. ELIGIBILITY: The Contest is open to Georgia residents between the ages of 13 to 18 as of —– August 1, 2025—– that are currently enrolled in public, private, or home school programs in Georgia (each a “Participant”). Entries of Participants under the age of 18 must include a parent or legal guardian’s name, email address and approval to enter the Contest. Employees, subcontractors and consultants of GDOT, We Are Teachers, MDR, Dun & Bradstreet Company and any of their immediate family members (spouse, parent, child, sibling, and their respective spouses) and any persons living in the same household of an employee, subcontractor and or consultant of GDOT, We Are Teachers, Dun & Bradstreet Company or MDR (whether related or not) are not eligible to enter the Contest. Multiple winners per family are allowed.

2. HOW TO ENTER: The Contest starts at 12:01 AM Eastern Time on April 22, 2025 and ends at 11:59 PM on June 8, 2025 (the “Promotional Period”). Participants must follow all the instructions in these Rules to properly submit their entries. 

To enter, Participants must complete the following steps during the Promotional Period:

Step 1. Read Materials: Get familiar with our Every Second Counts Contest Rules by reading the Contest Rules and information, by watching the videos on Contest Webpage, and downloading the Contest Toolkit available on the Contest Webpage. The “Contest Webpage” can be found at https://www.weareteachers.com/hub/every-second-counts-video-contest.

Step  2. Plan and create a video public service announcement (PSA) on the theme “Every Second Counts” that runs no less than thirty (30) seconds and no more than sixty (60) seconds long using the statistics in the Contest Toolkit and that meets the Entry Criteria and Objectives in Step 3 below.

Step 3. Upload your video PSA to the Contest entry form in .mp4 or .mov format in file size up to 500 GB, and complete and submit the online entry form, which can be found on this Contest Webpage

3. ENTRY CRITERIA AND OBJECTIVES: Video PSAs must be produced solely for the Contest and should focus on the theme “Every Second Counts” highlighting how distractions while driving, even those that take just seconds, create dangerous situations. No video may be posted with public access anywhere prior to the Contest. If judges find that your video was produced before the Contest, you will be ineligible for the competition. For helpful tips and tools in creating your video PSA, visit the Contest Webpage. The length of the video PSA must be no less than thirty (30) seconds and no more than sixty (60) seconds long. Only individual entries will be accepted. Limit one entry per Participant. Multiple entries from the same family are permitted; however, each entry must be submitted by a different Participant and meet all Contest requirements.

Entries must be original, youth-created, and content appropriate. The use of professional assistance and AI is prohibited. Where your video PSA includes any facts and statistics, those facts and/or statistics must come from the Contest Webpage only. Video PSAs must not contain any minors or members of the public (unless blurred) other than Participant, no logos should be displayed, and no offensive or illegal language, acts, or actions shall be accepted. Video PSAs must not contain any content, music or material that infringes or violates any copyright, trademarks, rights of privacy, publicity, or other intellectual property or other rights of any other person or entity or that which might be regarded as harassing, threatening, abusive, vulgar, obscene, defamatory, sexually explicit, racist, or otherwise objectionable, inappropriate or unlawful. CONTEST PARTICIPANTS SHOULD PRACTICE SAFETY AND CAUTION AND COMPLY WITH ALL FEDERAL, STATE, AND LOCAL LAWS WHILE PRODUCING THESE VIDEOS.  PLEASE USE COMMON SENSE WHEN PARTICIPATING AND TAKING ANY VIDEOS AND RESPECT AND ENSURE THE SAFETY OF YOURSELF AND OTHERS.
 
4. JUDGING: All eligible entries will be judged by a panel of five (5) judges selected by GDOT and MDR (the “Judging Panel”). All entries will be judged in accordance with these Rules and using the following criteria:
·   Originality and Creativity [15%] – Is the video PSA unique and creative in showing how to practice safe driving while avoiding distractions?
·   Effectiveness of the Message [50%] – Does the video clearly and accurately follow the Rules (Specifically Sections 1 through 3 of those Rules) and address the Contest theme “Every Second Counts” while highlighting the dangers of distracted driving? Does the video persuade others to alter their driving habits?
·   Clarity of the Message [20%] – Is the message well-structured and communicated clearly? Have you successfully incorporated the toolkit statistics?
·   Quality of Video/Cinematic Style [15%] – Videos should have good production quality (images and sound).  It does not necessarily need to be polished but should be well put together.

The Judging Panel reserves the right to disqualify any Participant in the event that the Judging Panel determines, in their sole and absolute discretion, that such disqualification is appropriate. The decisions of the Judging Panel are final in all matters relating to the Contest. If a dispute occurs regarding any aspect of this Contest, including, but not limited to, your eligibility, your interpretation of the Rules or requirements or the accuracy of the information provided by you. The Judging Panel will be the final decision-maker regarding such a dispute. Any submission that does not meet the stated criteria will not be considered. 
 
5. ODDS OF WINNING
·   NO PURCHASE IS NECESSARY.
·   THE ODDS OF WINNING WILL VARY DEPENDING ON THE NUMBER OF ENTRIES RECEIVED.
·   OFFER IS VOID WHERE PROHIBITED.
 
6. WINNER NOTIFICATION AND VERIFICATION: Winners will be notified of their selection on or before June 20, 2025 via the email address(es) provided on the respective online entry form. If a potential winner cannot be reached or does not respond to notification within seven (7) business days, fails to sign and return a completely executed set of releases within the designated time period, or fails to comply with these official Rules, the potential winner may be disqualified, in the sole discretion of Judging Panel and in such case, will forfeit the prize. If a potential winner is disqualified or forfeits for any reason, then Judging Panel will choose the Participant with the next highest score as the alternate potential winner. Parents and legal guardians of Potential winners will be required to sign a release in order to accept the prize in accordance with Section 8 below. Winners’ first name and first initial of their last name will be posted on www.dot.ga.gov and on the Contest Webpage once the winners have been confirmed. 
 
7. PRIZES & PRIZE DELIVERY: Many will enter, a few will win. A total of eight (8) prizes will be awarded to Participants under this Contest and one (1) prize will be awarded to the first-place winner’s teacher. One (1) first, second, and third place prize will be awarded as follows:
1st Place Prize: $500.00 Amazon gift card
2nd Place Prize: $400.00 Amazon gift card
3rd Place Prize: $300.00 Amazon gift card

All prizes offered and awarded shall be noncash prizes only and shall not be redeemable for cash. ALL FEDERAL, STATE, AND LOCAL TAXES, IF ANY, ARE THE SOLE RESPONSIBILITY OF THE PRIZE RECIPIENT.

Honorable Mentions: In addition to the first 3 prize winners, the Judging Panel will select five (5) honorable mention runner up entries to win a prize. Each honorable mention winner will receive a $250 Amazon gift card.

All winners and honorable mention winners will have their PSA videos featured on GDOT’s Keep Georgia Safe website.

Teacher Prize: If the first place winner listed a teacher on their entry form, that individual will also receive a $500 Amazon gift card, provided they can be verified as a teacher (including homeschool educators). This prize is awarded in recognition of their support and is given in addition to the student’s prize.

All prizes associated with this Contest are fully funded and provided by We Are Teachers and are not supported by any state or federal program funds.

Prizes will be delivered electronically by We Are Teachers via email within thirty (30) days of verification.
 
8. DOCUMENTATION & RELEASES: Potential winners, and their parent(s) or legal guardian(s) if under 18, will be required to complete, sign, and return an affidavit of eligibility and a Liability and Publicity Release within seven (7) business days of notification.
 
9. COMMUNICATIONS: Unless otherwise specified, any and all information collected in connection with this Contest will be used by solely for the purpose of administering the Contest. Participants whose submissions are selected will be contacted using the contact information supplied upon submission. By submitting your entry form and providing your contact information, you authorize the organizers of this Contest to contact you about this Contest.
 
10.  GRANT OF RIGHTS AND PUBLICITY: By submitting a Contest entry, each Participant and his or her parent(s) or legal guardian(s) grant GDOT and its authorized contractors , We Are Teachers and MDR an irrevocable, perpetual, worldwide, royalty-free right and license to use, edit, adapt, modify, reproduce, distribute, publicly display, publish, and create derivative works from, and otherwise use the submitted video entry and all content contained therein, without further approval, notification, permission, or compensation, and without any moral rights claims, in connection with this Contest and any future initiatives or purposes, whether educational, promotional, public awareness, or otherwise, as determined by GDOT in its sole discretion, in any manner, format, medium, and content now known or hereafter developed, whether commercial or non-commercial, including without limitation in GDOT’s offices, publications, website, and/or other promotional materials, unless prohibited by law. By entering the Contest, each entrant grants GDOT, We Are Teachers, and MDR the right to use the Participant’s name (first name and last name initial), age, grade level,  city, state, likeness, voice, statements, testimonials, and biographical information to credit his/her submission, at GDOT’s sole and absolute discretion, in connection with such purposes, except where expressly prohibited by applicable law, and in such cases, to the fullest extent permitted by law.
 
11.  LEGAL INFO:  In the event that any applicable law requires certain formalities to be fulfilled to effectuate such grant of rights, each Participant (and parent or guardian) agrees to cooperate with GDOT and We Are Teachers to achieve fulfillment of such formalities. BY ENTERING THIS CONTEST, PARTICIPANTS AND THEIR PARENT OR LEGAL GUARDIAN AGREE TO RELEASE AND HOLD HARMLESS GDOT, THE STATE OF GEORGIA, WE ARE TEACHERS, MDR, THEIR SUBSIDIARIES AND AFFILIATES, AND EACH OF THEIR RESPECTIVE OFFICERS, DIRECTORS, SHAREHOLDERS, AGENTS, AND EMPLOYEES OF THE FOREGOING (COLLECTIVELY, THE “RELEASED PARTIES”) FROM ANY AND ALL CLAIMS, INJURIES, DAMAGES, LIABILITIES OF ANY NATURE THAT IN ANY WAY ARISE FROM PARTICIPATION IN THIS CONTEST OR ACCEPTANCE, USE OF THE PRIZE, PARTICIPATING IN OR TRAVELING TO OR FROM ANY PRIZE-RELATED ACTIVITY.
 
12.  MISCELLANEOUS. GDOT and We Are Teachers reserve the right, in their sole discretion, to terminate, suspend or otherwise cancel the Contest at any time. GDOT and We Are Teachers are not responsible for any expenses incurred in connection with participation in the Contest. GDOT may re-size and/or crop the images as deemed necessary for their intended purpose. Receipt of any entry submitted as part of this Contest will not be acknowledged by GDOT and We Are Teachers and GDOT and We Are Teachers will not be responsible for any late, lost, misdirected, damaged, or undelivered submissions, computer malfunctions or human error related to or in connection to this Contest. This Contest shall follow all applicable federal and state law. The Contest shall be governed by the laws of Georgia, without regard to its conflict of law rules. The forum for any dispute shall be in Georgia, and all parties expressly consent to the personal jurisdiction and venue thereof.
